Effective 9/1/22, NYS MINIMUM Standards to obtain a NYS Concealed Carry Firearm Permit: MUST successfully complete and score 80% on a written test of the sixteen (16) hour course curriculum culminating with a successful completion of a two (2) hour live fire session.
The mandatory sixteen (16) hour course shall include but is not limited to: general firearm safety, functioning, cleaning, safe handling firearm practices, safety rules, proper holster consideration & strategies, firearm storage requirements, transportation, concealed carry situational awareness, conflict de-escalation tactics, adverse effects of alcohol & drug use in reference to firearm safety; LEO (Law Enforcement Officer) interaction & suggested rules for officer/civilian safety; sensitive areas defined under Penal Law 265.01-d; conflict management; use of and deadly physical force & what circumstances could be considered justified; duty to retreat, etc. under Penal Law 35.15(2); suicide prevention and recognizing signs of suicide risk; identifying risk & resources; basic standard principles of a firearm; proficiency of marksmanship such as trigger control, sight alignment – sight picture, stance, grip, etc.
The mandatory two (2) hour live fire session shall include but is not limited to: range safety, safe drawing, target acquisition, safe-holstering, dry fire exercises, safe loading & unloading, successful performance of firearm condition check, safety, etc., safe use and safe discharge of a loaded firearm. Student MUST successfully demonstrate proficiency by completing the following:
- Perform firearm condition check
- Safely draw firearm unloaded from concealment condition, acquire target & safe re-holster
- Safe loading of firearm five (5) rds – maintain ready position from a standing isosceles stance
- With instructor oversight, aim at target, fire five (5) rounds from standing position of four (4) yards onto 25 1/2″ x 11″ paper target
- Successfully place four (4) out of five (5) rounds onto target
As of current understanding & official guidance, for those who currently have pistol permits that are RESTRICTED, and want to request an amendment to upgrade to a FULL/UNRESTRICTED Conceal Carry Pistol Permit, it is strongly suggested by most jurisdictions that you either complete the aforementioned NYS sixteen (16) hour minimum course curriculum standards prior to submitting your request to your local jurisdiction. It is dependent on the Licensing Officer to determine whether the usual customary Basic Safety Pistol Course or the NYS sixteen (16) hour minimum course curriculum standards will be required.
